Why are Jungles different to Forests? The former says ‘‘Unit moving in may battle if unit starts its move in adjacent hex’’. Why is this not possible in Forests / Palm Forests?

I was wondering about that too. I decided it was probably because tropical jungles may be more open than deciduous forest in Europe with weaker trees. Could be wrong. I’m guessing.
